The high-altitude and semi-mountainous areas in Heishui County boast ecological, green, and pollution-free natural conditions, making them highly suitable for the growth of Chinese medicinal herbs. Since 2018, Xieli has actively shouldered its social responsibilities by participating in the targeted poverty alleviation and rural revitalization efforts in Heishui County through Pengzhou City's counterpart assistance program. It has injected driving force into Heishui County's economic and social development via industrial support, focusing on the research and development of Chinese medicinal herb seeds and seedlings, seedling propagation, and the construction of medicinal herb base projects.

After years of dedicated efforts, the project has achieved remarkable results. By means of land transfer, labor employment, and driving cooperative development, the company has benefited a total of 434 households, including 108 registered and monitored households. This has enabled farmers to increase their annual per capita income by over 3,700 yuan. In recognition of these efforts, the company has been awarded the title of "Model of Counterpart Support and Cooperation" by Aba Prefecture and "Advanced Unit in 'Thousands of Enterprises Revitalizing Thousands of Villages'" by Pengzhou City.

Over the years, Mr. Zhang Qiang, the chairman of Xieli has invested tremendous effort in the construction of the base, making numerous trips to conduct on-site inspections and guidance. On August 17, 2025, the chairman Mr. Zhang led a team to the fritillary bulb base again, carefully inspecting the growth of fritillary bulbs. He had cordial exchanges with base managers, technical personnel, and farmers to learn about the base's disaster situation, planting conditions, harvesting progress, farmers' employment status, as well as the difficulties and problems encountered in planting. He provided targeted solutions and development suggestions and extended condolences to the base's technician and workers.

This inspection not only reflects the company's high attention to the rural revitalization project in Heishui but also plans the future development direction of the base. The chairman Mr. Zhang emphasized the need to continuously increase investment in technological research, development, and innovation to further improve the quality and yield of Chinese medicinal herbs.
